Nearly three decades after the fatal shooting that shook hip-hop, the family of Tupac Shakur has filed a wrongful death lawsuit against the only man ever charged in the case. Maurice “Mopreme” Shakur, Tupac’s stepbrother, filed the civil complaint in Los Angeles Superior Court on Tuesday, naming Duane “Keefe D” Davis as the primary defendant. The legal action alleges a broader Tupac Shakur murder conspiracy extending beyond Davis, citing new evidence that has surfaced in recent months.

The complaint names Davis alongside “John Does 1 through 100,” unidentified individuals the family believes participated in planning, financing, or carrying out the 1996 killing. While Davis has been the sole person arrested in connection with the shooting, the lawsuit argues that recent developments point to a far-reaching conspiracy. Grand jury transcripts and a Netflix documentary have provided what the family calls the first new threads in understanding the murder in nearly 30 years.

Davis has publicly admitted to being in the white Cadillac from which the fatal shots were fired on September 7, 1996. Prosecutors allege he served as the “on-ground, on-site commander” who ordered the hit following an earlier casino altercation. His own 2019 book, “Compton Street Legend,” describes the shooting in detail. Davis has pleaded not guilty to first-degree murder charges and remains in custody. His criminal trial is scheduled to begin in August. Recent court rulings have allowed evidence from a 2023 search of his home to be used at trial.

The lawsuit specifically references “Sean Combs: The Reckoning,” a documentary that includes allegations about a seven-figure offer to eliminate Shakur and Suge Knight. These claims have been denied, but the family maintains that “individuals who were involved for 30 years have not been held accountable.” The civil case seeks unspecified damages and aims to force discovery that could unmask other co-conspirators.

For a generation, the question of who truly ordered Tupac Shakur’s death has remained unanswered. This lawsuit does not replace the criminal case against Davis, which could send him to prison for life. Instead, it runs parallel, using the civil system to chase what criminal investigations have left unfinished. The family believes the truth is finally within reach. Whether the courts agree will begin to unfold this summer.
